can anyone tell me how to remove this part holding the washer so that i can put a new one on, i'v tried turning it but i'm afraid to break the part as it wont turn nor will it appear to pull out ?

With some you don’t remove the plastic part. The old washer just pulls off and the new washer can be pulled over the centre plastic part and into the groove.
I can’t be sure though on yours
You also haven’t taken that flush valve fully apart, but hopefully no need to.
