Good idea to contact your letting agent by letter (recorded delivery) to again ask them about the EH report they told you existed, but later refused to give a copy of.
State that EH have been puzzled about this "report", as EH have said their agent has not sent a report.
Then ask your letting agent - what information and from which professionals (experienced in EH and/or buildings drains) did they use to inform you these internal manholes are "safe and adequate ", given that this is a matter of extremely high risk of endangering the health and the risk to you and your partners life. This has become a serious matter, and clarification is needed urgently.
Edit, - I was wondering same as SimonG if there was somewhere you could put a complaint about your letting agent for investigation.
