In a 2 year old new build house on the above boiler there has been a drop in water pressure causing no hot water and no heating. Below the boiler there are NO 2 blue keys that are used to refill the pressure . There is no green key either!. So how do i repressurise the boiler? With a filling loop which i cannot find?..if i find the filling loop where do i attach it too?? I will upload pictures soon. Also there is a bit of damp in the utility room next to the kitchen where the boiler is located. On the external wall there is a pipe matching the location of the internal damp patch going from the wall directly into the ground. Do you think the low boiler water pressure, the damp and the pipe are connected..what is the pipe please?

Hi the external pipe is the blow off pipe when there is too much pressure in the boiler. There will likely be a built in filling loop but need pics to confirm.
